Description:
Essex County Council is seeking to procure a new Live at Home framework for the provision of domiciliary care services for adults (18+) across Essex (excluding Southend-on-Sea and Thurrock) for a period of 4 years.

Each Lot / LHRL will be separated into two tiers; Tier 1 and Tier 2, with the exception of the following Lots:

  • 24-Hour Live in Care for Older People aged 65+, Mental Health and Physical & Sensory Impairments;
  • 24-Hour Live in Care for individuals with Learning Disabilities & Autism; and;
  • Services delivered to HMP Chelmsford.

Tender Requirements:
All bidders are required to submit responses to questions 1.1 to 1.6

  1. Please describe the management arrangements in place to ensure safe and effective service delivery? How will you ensure that you have full oversight of your business? (1,000 words)
  2. The principles of the Care Act 2014 include a focus on wellbeing. How is this embedded in the services that you will deliver? (500 words)
  3. Please describe the assessment and support planning processes for Adults that will receive your service? (500 words)
  4. Please describe the arrangements for the management of staff (1,000 words)
  5. Please detail the level of Social Value in pounds sterling you will offer during the first two years of the contract for the ECC Measures listed in the TOMS Social Value tracker KPI 5 spreadsheet.  (500 words)
  6. Alzheimer’s case study (1,500 words)

Section 2 (all bidders except those bidding for lots 25 and 26 must answer this question;

For each district you are bidding to deliver services in, please describe the local challenges and opportunities you expect to experience and how you plan to overcome them. (250 words per district)

Section 3 Bidders are required to submit responses to questions 3.1 and 3.2 if they are bidding to join lots for Adults with Learning Disabilities & Autism including the LHRL for 24 Hours / Live in Care for Adults with Learning Disabilities & Autism  (Lots 2, 4, 6, 8, 10, 12, 14, 16, 18, 20, 22, 24 and 26);

  • 3.1 Learning Disability and Autism Case Study (1,500 words)
  • 3.2 Please describe any training and development, beyond the mandatory minimum training, that you will undertake with staff delivering the service to Adults with Learning Disabilities & Autism?(500 words)

Section 4 Bidders are required to submit a response to the following question if they are bidding to join lots 25 and 26

  • 4.1 Please describe how you will manage a service for an Adult who requires Live in / 24 hour care? (500 words)

Bidders are required to submit responses to questions 5.1 and 5.2 if they are bidding to join Tier 1 for lots 1, 3, 5, 7, 9, 11, 13, 15, 17, 19, 21 or 23;

  • 5.1 Tier One Case Study (1,500 words)
  • 5.2 Please describe the arrangements you will have in place that will enable you to support Adults with complex needs such as advanced dementia, end of life or other needs? (500 words)
  • 5.3 Please describe how you intend to meet the capacity expectation of a tier one Provider including:
    • arrangements already in place to currently meet this requirement
    • activity you would undertake to enable you to scale up provision? (workforce, systems & communication) (500 words)

Insurance Requirements:
All companies must hold £ 5million of Employer’s Compulsory Liability Insurance.
All companies must hold £ 5million of Public Liability Insurance
All companies must hold £ 5million Professional Indemnity insurance

Mandatory accreditations / documentations
Bidders are required to provide the details (including CQC registration and inspection details) of branch of each branch they will use to deliver the Authority’s requirements. Bidders are required to download and complete the Organisation and Branch details document and upload it in this section. The evaluation criteria for this section is stated in the Organisation and Branch document.
